Open the two pictures you want superimposed on top of another in Photoshop.
Select the section of the picture you want to place on top of the other using the selection tool. Apart from the standard selection tool, you can also use "Magic Wand Tool" or "Quick Selection Tool" for easier selection of images.
Copy the image.
Go to the image where you want to superimpose the image copied in the previous step. Paste it as a layer.
Change the opacity of the image pasted by going to the Layers box. Select the image layer and on the upper right hand side, use the opacity slider to change it to your desired transparency.
Save your image.
