Register a developer account with Steinberg.net for access to download its Software Developer Kit.
Download and install Visual Studio Express and the Windows Software Developer's Kit.
Create a new Class Library in Visual Studio. Create *.cpp and *.h files.
Add your source code.
Configure your project build settings as such: No Common Language Runtime Support; preprocessor definitions set to "WINDOWS;_WINDOWS;WIN32;_USRDLL;_USE_MATH_DEFINES"; multi-thread runtime library.
Compile your build.
