Download custom flourish brushes online. Make sure to select brushes that are labeled for use with Photoshop and Photoshop Elements.
Unzip your brushes if they are compressed in a .zip or .rar file. Take the .abr file that contains the flourish brushes, and put it in the Adobe Photoshop Elements brushes folder. Navigate to Program Files, Adobe, Photoshop Elements, Presets and finally, Brushes.
Open Photoshop Elements and create a new document. Select the Brush tool, which opens the Brushes toolbar. Click on the drop-down menu labeled "Show selected brush presets," click on the round arrow button, click on "Load Brushes" and select the .abr file containing the flourishes you want to use.
Create a new layer above your background layer in the Layers palette by clicking on the "Create a new layer" button at the bottom-right of the Layers palette. Click on the Brush tool, and select a flourish brush. Select the color of your brush in the Toolbar palette.
Use the flourish brush as a stamp by clicking on the workspace once to place individual flourishes. To customize your flourish brushes, change the size, mode or opacity settings in the Brushes toolbar.
