Create artwork for DVD case wraps with Adobe Photoshop, which lets you create artwork from scratch or use a premade template (many are available online). If you create one by yourself, use the dimensions 272 mm by 184 mm. The center 14 mm will be the spine, leaving a cover and back cover of 129 mm by 184 mm.
Try Disketch. This free tool offers backgrounds and settings to help you create an attractive case using provided molds, or with your own pictures. It also lets you create labels to print on the DVD itself (for this you'll need both printable DVD-Rs and a printer capable of CD/DVD printing).
Use the Easy CD and DVD Cover Creator, which provides templates to which you you can add images and text. You know the size will be right and it even helps you print them to look their best. As of April 2011, the program costs $9.95.
