A basic CD's capacity is of 700 mb. Therefore in order to burn a video file which is more than 700 mb (say if a file is of 900 mb) or 1 Gb for that matter, i need to compress it. But how do i compress the file in the first place. I have Nero StartSmart for burning. I don't have a DVD drive. Thanks!

It depends on the video file type. If it's already compressed you may not be able to make it any smaller. If it's not an avi file, try converting it to avi - that's going to give you about the smallest file. (And you won't be able to watch it on a DVD player - most of them don't read CDs.)
You can convert it to AVI using http://filewiggler.com. It is a free on-line service. No download needed. Upload your file tell them what format you want it return in and they send it back to yoru e-mail. Only takes a few minutes. I hope this helps.
Install 7Zip (freeware): http://www.7-zip.org/
When installed select the video icon you want to compress, right click> 7Zip and select Add to archive...:) You must remember that all videos are compressed so you can gain almost nothing when compressing the file to a zip format. But sometimes like in this case the compression could work... sometimes you need to gain just a little kb, who knows.
Preferences -> Expert Options ->Enable "short lead-out" (works only in Disk At Once mode).
This will let you burn another 15 MB into a regular 700MB CD-R/RW.
Note that you must use Disk-at-once mode only.
That means no multi-session.
The only thing I can think of is compressing it in either a .zip file or
a .rar file. You can use WinRAR for .rar file compression and for me,
it seems to compress it down a little bit more.
Other than that, there isn't really a whole lot you can do.
