Access is a database system for smaller databases and office folk that do not have (know how to deal with) a proper database (MS SQL, Oracle etc.).
SPSS is for data analysis (statistical and mashine learning).
For data management a SQL database is better (no need to sort files before making joins).
For data analyses (and manipulation and reporting of graphs and survey data) choose SPSS. Workfow: make raw analysis files in SQL import (or odbc) in SPSS, do analysis and reporting.
