One machine needs to be an FTP server which requires different software. If the machines are on the same network, just do basic file sharing to move files.

Make sure it isn't cached on your web browser. when viewing the page hold shift and click reload. This will force the browser to re-download the page from the web server instead of using the page it has cached locally on your hard drive.

CuteFTP is an FTP client. One or both of you need an FTP server.
Google for several free FTP servers. I know there are several free Windows FTP servers. Almost any of them will be good enough for what you want to do.
Linux has several free servers available. Some of the live CD distros have a small FTP server available that might fit your needs.
Don't forget that you may have to open a hole in your firewall/router for the FTP server. And don't forget to properly configure the FTP server. Default configurations could lead to some unwanted visitors hacking your system.

What version you're using? This error is caused by an incompatibility between CuteFTP (versions 8.0.0 - 8.0.5 only) and Windows Vista. The error message may be safely closed without affecting the use of CuteFTP or Windows Vista. This issue was fixed in CuteFTP 8.0.6. I suggest you to upgrade to the latest version or unless above 8.0.6.

To configure your firewall or proxy settings, click on Tools > Global Options > Connection > Socks 4 & 5/Proxy Server. Enter this information in the respective fields.
