cannot turn on firewall on windows xp

when i boot my computer a pop up informs me that my firewall is not working, Although I have tried everything that i can think of I cannot switch it on, I work on windows xp, the security centre will not allow me to switch on the firewall but also states that it may be a malicouse add on that may be the problem, and also it may be that windows may not recognise the provider.
