I don't think you could get free one that contains these two functions. Here is an alternative free way you may refer to. You can convert PDF to Word using AnyBizSoft PDF to Word Convereter which will preserve the original text,layouts,graphics and hyperlinks in an editable word document.And you can convert word to PDF using Cute PDF Writer, which is free too.

You can do PDF to Word conversions free at www.freepdftoword.org and you can download Solid PDF Creator for free from Solid Doucments and the trial is unlimited.

Not quite the answer you want, but if you use OpenOffice instead it had a very good pdf creater built in. If you were desperate you could always open all your Word documents and do that.
