Create first a new document in any size such as a letter size or an A4 size. You can specify also the color mode and the resolution by following the options I’ve indicated on the accompanied illustration. And then create new layer or Shift + Ctrl + N.
Next is to choose a color and to apply a wet media brush. Apply or paint your new layer by going to your brush tool, find the scatter dry brush and set the size of the brush to 1100 pixels. Paint your new layer with the brush in any way you like to as long as the colors fill the page.
The next step is to lower the size of the brush to 700 pixels and to choose another color. Paint again your layer with scatter dry brush using the new color you have chosen.
Apply the previous step again, but lower the size of the brush to 500 pixels and choose another color.
Finally apply again the previous step but lower now the size of the brush to 300 pixels and change the color.
After painting four colors apply a radial blur on your new layer. Go to your filters panel, choose blur and then apply a radial blur. Specify the amount of blur you want to apply and click on zoom and best for the settings on the radial blur.
Here is thus the final tie dye effect using Photoshop.
